Katrina's partiality

No. I have no intention to once more talk about the massive destruction caused by the killer storm Katrina in the US. Reports abound everywhere. One may like to look at the BBC, CNN or any other sources to gauge the amount of devastation wreaked by this storm. While browsing through the pictures of the wrecks and the plights of the people in the wake of the hurricane, I am very surprised to see that all the victims are from the black community. Why so?
